Jacksonville's Downtown Investment Authority treats sidewalk café furniture as part of a specific operating plan. Its permit and sidewalk enhancement guidance help buyers separate seating, indoor service equipment and any improvements included in a funding application.
Keep the Downtown sidewalk order focused on guest seating
DIA's sidewalk café, restaurant and bar application, updated April 2026, applies to the defined Downtown area. It describes tables on an adjacent sidewalk or alleyway while excluding outdoor preparation or storage of food and beverages. It also allows DIA to require a boundary suited to the surrounding area.
Confirm that the property is within the program's area and have DIA review the proposed footprint. List guest tables, chairs and boundary pieces separately from proposed service cabinets, beverage stations or preparation counters. An outdoor-rated cabinet is not automatically suitable for the operating use allowed by this permit.
Plan the route from indoor service to the farthest sidewalk table. Show occupied chair positions, doors and any permitted barrier opening. Use that drawing to decide whether a smaller table group creates a more workable service route than a deeper lounge arrangement.
Include product photos and full dimensions when discussing the boundary with DIA. The application protects nearby entrances, public fixtures and pedestrian movement. A planter's top rim and base can occupy different amounts of space, so both matter when evaluating the final footprint.
- Submit the complete guest-seating plan and ask DIA to resolve any proposed outdoor service equipment before purchase.
Treat funded furniture as maintained project inventory
DIA's Sidewalk Enhancement page describes programs with geographic and eligibility conditions, a separate outdoor-improvement budget and a valid sidewalk café permit. Furniture and shade items are among the listed possible improvements. The page also calls for a plan to protect and maintain the funded equipment over the agreement's compliance period.
If seeking support, confirm the applicable program, current availability and approval sequence with DIA before relying on assistance in the purchase budget. Provide an itemized schedule that separates furniture from lighting, landscaping and construction. Keep each product description consistent with the approved café plan and proposed improvement budget.
Build the protection plan around daily use. Identify where removable pieces are stored, how staff inspect them and how replacement parts will be obtained. Record the products, quantities and approved locations so the operator can demonstrate what was purchased and how it remains in use.
Ask DIA how substitutions, loss or damage must be documented under the actual agreement. Choosing a maintainable chair with obtainable components can be a better project decision than selecting a difficult-to-replace design solely because it fits the initial budget.
- Prepare a furniture inventory and maintenance plan alongside any DIA funding application.
