Virginia Beach's Resort Area Outdoor Café Franchise Program applies to cafes on city property within its defined resort area. The boundary map distinguishes Boardwalk cafes from sidewalk categories, while the regulations place specific limits on furniture, shade and weather-related removal.
Identify the mapped cafe type before choosing shade
The city's boundary map distinguishes Boardwalk Cafés, sidewalk cafes between Atlantic and Pacific avenues, and sidewalk cafes west of Pacific Avenue within eligible parcels. The regulations then distinguish shade options by cafe type, including different treatment of hard-top coverings. A shade system seen along the Boardwalk should not automatically be copied to a sidewalk location.
Ask Resort Management to confirm the applicable parcel and cafe category. Use that confirmation with the proposed furniture layout and shade design before ordering matched pieces. Separate removable umbrellas from a canopy or other built covering, and obtain the appropriate review for the latter before buying furniture whose layout depends on its supports.
- Record the mapped cafe category and reviewed shade approach in the purchase brief.
Check materials and furniture types against the franchise rules
The regulations call for sturdy, durable furnishings made for outdoor use and list acceptable material categories, including finished wood, suitable metals, HDPE and heavyweight polymer resin. They also exclude lightweight tables and chairs and several other items, including sofas, from the franchise cafe area. Outdoor-rated furniture is therefore not automatically suitable for this particular program.
Submit the actual product sheets and finishes for the proposed package. Check the full footprint against the cafe perimeter, including pulled-out chairs and attached accessories. Where a design uses integrated bar railings and stools, confirm the reviewed arrangement and its permitted sit-down use before purchasing a custom system.
- Review the specific furniture type and material, not only an outdoor-use label.
Balance sturdy furniture with a workable removal plan
The franchise regulations require movable furnishings to be removed and stored out of view during adverse weather conditions identified by the city. They also address removal when the cafe remains out of operation and require nightly demounting of umbrellas. A heavy piece still needs a practical handling route.
Measure storage space for the entire approved package and identify how staff will move the largest components. Plan the number of people and handling equipment needed, without relying on attaching furniture to public trees, posts or other structures. Keep the removal procedure and current Resort Management instructions with the operating plan so a weather response does not depend on finding storage at the last moment.
- Verify storage and handling for each sturdy component before finalizing quantities.
