It also requires a site map showing the pedestrian path and the area proposed for use. The application is therefore an operating plan as well as a furniture drawing.

Choose a layout staff can keep within its reviewed boundary during busy service. Put service tables and the path back to the restaurant on the same drawing as the guest chairs. When comparing models, consider how staff will move, clean and reset them in that actual frontage. A higher theoretical seat count is less useful if the working setup cannot be maintained.

The city's 2026 Bench Permit packet addresses benches on public sidewalks and parkways for public use. It asks for each location, the bench's width, length, height and material, plus a drawing with street and intersection names and orientation. That is a different purpose from restaurant-only dining furniture.

If the business wants a bench for waiting or general pedestrian use, confirm the appropriate arrangement with Public Works before placing it on the frontage. Send the complete product dimensions and a location drawing, including how an occupied bench relates to the walking route. Keep that bench off the restaurant's exclusive-seat count where it is approved as public seating.

Rockford's bench application places installation, removal and maintenance with the bench owner. It also requires notifying Public Works for approval before relocating a bench. A frontage refresh can therefore involve more than replacing one object with another in whatever space becomes available.

Include the mounting method, maintenance access and removal responsibility in the purchasing scope. If a new cafe arrangement would shift an existing public bench, flag that move for review rather than treating it as a setup-day adjustment. Keep the bench record with its approved location and product details so later staff can distinguish routine maintenance from a relocation or model change that needs discussion. This is especially useful when the property manager and restaurant operator are different parties.
