The guidance says customers cannot take those drinks into another establishment.

For a business facing the district, keep the public consumption area distinct from any approved café furniture footprint. Participation in the beverage program should not become an assumption that extra cocktail tables can occupy surrounding public space. Place the host or greeting point where staff can direct guests before they reach interior tables.
